This is a story challenge called Haunting Arkham from 1fruba, from whom i also copied the firs chapter

One day when Batman is returning an escapee, he sees "the boy". He inmediatly takes it up with the person in charge, demanding to know why a child is rotting in Arkham. When he discovers the poor amount of information concerning the kid, Batman takes it upon himself to dicover the mistery that is Phantom.

Through the portal closest to them, the boys can see grass and park benches where concrete and pavement should be. She jumps through and as she does, the portal in front of them collapses. At the ripe age of eighteen, Ria is on the streets, fending for herself and dealing with powers she can barely control. It is while on patrol that Tim Drake and Damian Wayne spot this camouflaged girl of the night and try to stop her as she breaks into a local convenience store, not to steal the cash but the food. After obsessively tracking her for a week, Tim finally catches up with her, finding her holed up in an abandoned building with another younger girl she is trying to care for. Bruce Wayne doesn't hesitate to take them in, but Ria's mistrust of them leads to tension in the house. Her powers are dangerous, volatile and no matter how hard Tim tries, he can't get her to open up to him. As Ria's shadowed past slowly catches up with her, the Bat Family finally realizes that they have no idea what kind of forces they're dealing with. Humans don't understand how someone can be both dead and alive, and that fact scares them, it opens up the possibility of a threat even if there is no evidence of malevolent intent. They choose to pretend that the unknown variable is lesser, that humanity is superior on no other grounds than that it's humanity. Danny had been stuck with the G.I.W for years when the Young Justice team rescued him. Broken, beaten, and none the wiser of the greater majority of humans, the humans with kindness in their eyes and light in their souls. He's been trapped in the darkness of greed and fear and violence for far too long, and what's left behind is a fractured mind and a trained weapon. Buried underneath that, however, is a young child who is scared and confused, a child that hasn't seen the light of day in years. That child never expected to see the bright side to existence, to see the light shine in the souls of the righteous. That all changed with one group of heroes, and one family of Bats. Jason was just feeling okay. He no longer felt like bashing someone's skull in just because they annoyed him just a little too long. Then he found a kid with glowing green eyes that was freezing to the touch. Honestly, he didn't know what he was doing when he took them in.
