At the end of the battle with Gaea, right after Octavian shoots himself at the Earth Mother, Nico realizes his mistake. He realizes that he just allowed Leo to be shot down. He realized he was about to get one of the seven killed. In a desperate attempt to save him and possibly not be hated, he manages to knock Leo off of his flight path and into the ocean. Every city has its claim to fame and for the city of Cytropolis it's their superheroes. But unlike the cities of Gotham and Central City, this isn't a good thing.
