Celestia Lunenburg is the student council president of Hopes Peak High, a school for the finest female students in Japan. Her title is "The Ultimate Gambler" due to her uncanny luck at the tables. When the new transfer student, Chihiro Fujisaki, joins the Student Council as their treasurer, Clelestia notices something is a bit.....off about her.
Celeste begins to investigate the mysterious programmer and finds out that she....is actually a he!

Chihiro is desperate for his secret to stay hidden, and Celeste decides to keep her mouth shut. But her father, head of Lunenburg Industries, has plans to arrange a marriage between her and Byakuya Togami, heir to the Togami Corp. Byakuya reveals his father's plan to take over her company, and they both spend their days scheming of ways to thwart him.

Celeste decides to tell Chihiro about it, and they uncover the secrets of a mysterious flash drive that Byakuya found in his father's office. Both are growing distant to the other student council members, who have secrets of their own. But when their secrets become not so secret anymore, the entire student council is a mess. The sports festival is delayed because no one is doing their work, and when personal feelings enter the mix, no one knows what to do. Time is running out. Celeste's brother decides to visit, and his startling choice throws everything into chaos.
