The League of Villains went out of their way to "recruit" a child several years ago. The kept the child hidden from society, hidden in the shadows far from wondering eyes. And the eyes that wondered a little to far are disposed of. The child is to be kept secret. Why? Because the child is stronger than All Might. Than All for One. So she can either be what will save and build up mankind, or the thing to burn it to ash.

However, the mark is black, and you only get your mark when you turn 14. When the moment happens, the mark begins to glow and from then on is their hair color. However the soulmate thing won't pop up in the story for a while because people tend to ignore it. It is a thing you only talk about with people close to you.
