People live in a community where no one can talk unless they're "gifted their voice" basically teachers, govt, etc
Due to this rule, it's a fairly peaceful place. Most people Have accepted the fact they can't talk. But of course like most stories, a group of people (teens) rebel against the rule. People were convinced there was nothing outside the walls, but they knew something was off.

He has everyone and everything in his grasp. He can do whatever he pleases at school. He began bullying Harvey on the second day of his arrival. It became more violent in the recent months. A nuclear explosion wipes out a small town in Indiana, which either kills, or rewrites the cells of anyone caught in it's range. Some people weren't able to handle it's affects, others have been changed. Everyone who survived was given a supernatural ability. Hallie Osborn was affected by the explosion, and was one of the few people her age who survived, and is taken into a hospital of sorts for people like her.
