The 5 Great Ninja Nations all came to an agreement to lock her away in a prison that isolates her from the world, and any people. Only one person watches over her in the prison, with an army ready to fight her if she ever breaks free. Her cell contains a series of locks and traps in order to get to her inside, and every inch of her body is covered in chains or locks except for her head. the whole room's walls are covered in chakra drainers and she wears a headband that restrains her chakra. 

It has been 9 years of isolation for Nine Nine and everyone has forgotten about the dangers of the horrifying Nine Nine by now. It's only a scary tale to tell children now.
