Izuku Midoriya was born into a world where there was no such thing as a quirkless person, everyone had a quirk, or so society thought.

When a child turns out to be quirkless, they are taken away by the 'government', and the parents of the child are, well, exterminated. Not a fun way to go if you ask me.
