Salem, Washington is known for its history of killing werewolves, or rather, people they thought were werewolves.
They ended up killing both werewolves and innocent humans alike.
Now werewolves live amongst humans, openly and freely. Of course, werewolves are a minority like vampires and witches and are treated differently than a human would. Some places ban werewolves from restaurants and other public places, others have specific regulations for werewolves that humans don't have to follow.
It's something werewolves got used to despite how unfair it is.
Being in high school doesn't make it any better seeing as teenagers can be ruthless and cruel. It's all a game of survival.

Astren City, and all surrounding area, have the highest crime rate in the northern part of the country. Dozens of crime families constantly trying to take the throne, as well as corruption lurking around every corner, do not aid in that fact at all. Salem is offered a job to help with an investigation that could benefit his future career astronomically. He thinks it's a win-win situation, he gets the recognition he desires, and the streets will be that much safer. It's all black and white to him, easy to understand.
