Shigaraki didn't always want to be a villain, though he was forced to. He was taken in by All For One at an early age, learning to be his successor. After doing multiple attacks on the UA students, he finally breaks down from the pressure of learning to be the successor, running a part of the LoV, and other things. 

Shigaraki was given one of two choices. Go to prison, or go to UA and learn to be a hero. Of course, he despised the idea of being a hero, but being in Prison for life would be worse. Who knows, maybe Shigaraki will even make a few friends while at UA?
