Something Like a Star (B. Katsuki)

Takahashi Nadoka is the only daughter of one of the most powerful villains in all of Japan, not that any of her friends know that. But despite her background, her greatest dream is to become a hero, and the staff at U.A. grant her the chance to achieve her dream by allowing her to enroll at U.A. even though her mother is a villain. She expects to breeze through a less than memorable high school career before launching into the world of pros where she hopes to someday put her mother behind bars, but then on the first day of school she meets a certain explosive male with blond hair and red eyes, who proves to be quite the distraction. Additionally, unbeknownst to her, a storm is brewing in the world of the villains, and Nadoka's mother is right within the eye of it.
