From the 20th August 1993 onwards, Minister Cornelius Fudge has prohibited English pupils from attending foreign schools such as Beauxbatons, Durmstrang etc. in his new Education Decree 15. If students wish to attend international schools, they must apply for citizenship for that country. The enforcement of this rule follows the Education Minister's speech (See page 18) about the sudden decline of students attending Hogwarts. This, however, is directly linked to the recruitment of inadequate Defense Against the Dark Arts teachers for the past few years (See page 32), which leads us to question at the Daily Prophet whether the Ministry should be banning English students studying abroad or taking the responsibility of recruiting appropriate teachers."

After a new educational decree was introduced by the Ministry of Magic, Vega Malfoy is forced to join Hogwarts School of Witchcraft and Wizardry, with her brother Draco, rather than continuing for another year at Beauxbatons Academy.
