Since the system was newly released, parents were convinced this system spared them the difficulty and expense of raising, education, and caring for a child themselves. The system was known as 'Metropolitan,' it was known to ensure that the child is properly disciplined before returning home to their loving family. However, the kids don't remember what happened during the Ten years that the government confined them. The government allowed kids one memory...their parents, kids ALWAYS recognized their parents.
