Tommy Vercetti is fresh out of prison in 1986 and is sent to Vice City by his old boss Sonny Forelli to make a drug deal. But the deal goes wrong as it is ambushed and both the money and drugs are stolen. Going out of his way to survive in the dangerous town of the south, Tommy looks to take over the city himself and get back the money and drugs.
