Only humans who donate their blood and allow vampires to feed, are protected by the PureBlood Clan. Humans must not be used a blood bags unless consented. Humans who carried a blood card were the only ones who could be fed from. 

Those who disobeyed the new law would be raided, and punished. 

On one of the raids, Christian found a woman, bested and bruised. She was cowering in a corner trembling with fear.
