There are no rules or laws to follow though there is a hierarchy when it comes to it's power structure with King Lucifer of hell at tope then the royals then Overlords that hold power in the pride ring and Pentagram city. Many of these overlords are well known from Carmilla Carmine who sells guns, the three Vs who control most of hells technology and media influence, then the infamous Alastor who runs Radio. These are only a few of Hell's overlords but one is well known among many. He's been in hell for a long time which brings much wisdom.
