The Fire Nation had a ruthless history and they wouldn't stop until the entire world fell under their tyranny. So, it isn't a surprise to find that he refuses to trust a girl from the opposite side. Nor does it help that despite her country's oppression, her pride towards her nation makes it difficult for him to accept her.
