Zuko and Teya haven't spoken face to face since they were 18 and 19, just a year into Zuko's reign as Fire Lord. They've drifted away with their responsibilities, but Zuko takes it upon himself to make an effort to rekindle their old relationship, and possibly even ignite a new one with the Governess of Tirizi City.
