On the day of Coriolanus Snow's execution, Katniss sends her arrow into snows chest rather than killing Coin. Coin rises to power as Katniss begins to realize she has made a mistake letting Coin live, it is too late. Coin reverses the roles of the games, sending the capitol children into the games, 15 year old capitol resident Daphne Yates is among them. Daphne struggles to understand what it was like in the districts shoes, as she fights for her life side by side children she's known her whole life.

In a dystopian future, the totalitarian nation of Panem is divided into 12 districts and the Capitol. Each year two young representatives from each district are selected by lottery to participate in The Hunger Games. Part entertainment, rutal retribution for a past rebellion, the televised games are broadcast throughout Panem. The 24 participants are forced to eliminate their competitors while the citizens of Panem are required to watch. When 16-year-old Katniss' young sister, Prim, is selected as District 12's female representative, Katniss volunteers to take her place. 16-year-old Aspen, Katniss' best friend, is selected as District 3's representative. The Capitol has a program made by Coriolanus Snow as a way to get rid of Capitol children without the people of the Capitol turning against him: the children get taught the truth about the districts from a young age and are all but isolated from other children their age until they turn 10 years old at which point they are sent to a district of Snow's choice for 8 months out of the year, returning for the other 4 months with the stipulation that the children must be placed in the games should something seem off about the reaping in the district they're staying in if they fit the required age and gender.
