Only 10% of the population is known to have quirks, but in reality 20% does, but no one know is because those people hide their quirks. In this world people fear the people with quirks due to the rise in crime done by people with quirks so when people hear quirks they think villain. 

To solve this problem the government started an organization that was made to put people with quirks in jail even if they haven't done anything wrong. This organization is called  Q. H. P. T. or quirk hunter professional team. There are many schools across the country that prepare students to work in that organization among those it UA.

Izuku is one of these people that have a quirk, but he has been able to hide it. Though to keep up appearances he has to go to UA and become a quirk hunter and who know maybe if all things go well he will be able to changes thing for the other quirked people.All Rights Reserved

Kacchan thinks that izuku is useless. Many probably think so too. Deku doesn't have a quirk but his mother paid the doctors not to write him down as quirkless. If you are quirkless, you will not only be treated very badly, but in some cases also hunted. Because of the blood. People with quirks have problems getting a blood donation. Someone with an animal quirk cannot donate or get any blood from another animal quirk that is not the same species or another quirk . A person with a fire quirk can only get or give blood from someone with a fire quirk. Blood loss is very dangerous only a quirkless person can donate blood to everyone and become blood from everyone. So Izuku has officially a quirk. His quirk makes him smarter and stronger than the rest of the average. Stronger? What an obvious lie.
