Government should be a structure of safety for a society to be able to trust and turn to. However, order can be obtained by even fear and force.
Every aspect of everyone's lives are locked down under tight restrictions. Population is heavily monitored and food distribution is carefully measured. Organizations such as the CPLA enforce regulations through extensive tests of which may deem an individual unworthy of survival.
When pushed too far, a rebellious group of outcasts take it upon themselves to restore moral authority of their nation, following examples set by other countries and their own battles towards civil normality. To most, it's a suicide mission, but the risk is well worth the restoration of a humane society.
