Allison Kya Carter, one of the youngest people ever to make the Detective rank in the Honolulu Police Department, accomplishing it when she was only twenty-six.
    
    Now, six years later, tragedy strikes the island of O'ahu when John McGarrett is brutally murdered by the arms trafficker Victor Hesse. 
    
    The act brings his son Steve back home, back to Hawaii, and back to Ally, along with go-ahead from the governor to start up a major crimes task force, in order to make sure that crimes like what happened to John McGarrett never happen again.
