After years of society gaining more freedoms and rights than ever before, a radical new leader with a dictator-style of running things decides to ensure more order in his country.
In this new society comes new officials sent to each community to be in charge of a person, controlling their occupation, home and even who they are supposed to marry and love. By controlling each adult, President Praxin hopes to ensure a more peaceful, methodical nation is in place.
