Harry and Cedric come out of the maze without visiting the graveyard, but not because Voldemort didn't try. The port key, meant only for Harry, wasn't powerful enough to transport the two boys. They exit the maze like they were supposed to,  having no idea what they so narrowly escaped. Voldemort, furious at his plan's failure, begins working harder than ever to get at Harry, and targets Harry's new weakness.
