A letter from unknown origins end up in Dio's hands, of which he ignores since the battle against the Joestars is near, he stores the letter in his pocket to read relaxed after his victory.
During the final moments of his battle against Jotaro, he gets knocked down and the delicate piece of paper falls from his pocket, Jotaro curiously picks it up, since Dio is barely capable in his current state, and reads it out loud, trying to find a way to humiliate the vampire on his last moments.
