In Surga, you are either a civilian living inside the city, or a criminal banished to the forest beyond the walls. The only people protecting the city from these exiles are the military's criminal management branch. Hanna is a member of this branch, a military orphan in the city of Surga. Her whole life she's been raised to become a soldier, trained to arrest and kill exiles. However, following a series of attacks on the city, she is promoted as a captain with a new task: finding the exile behind the rebellion and eliminating them. On the other side of the wall, fear and savagery grip the remaining exiles. Naya has been an exile as long as she can remember, struggling to survive in the violent forest and forcing herself to be the ultimate predator with little regard for human life. When she unknowingly becomes associated with the rebellion, she finds herself running from Surga's military as well as the rebellion itself. Ultimately, Naya's violent existence in the forest and Hanna's chaotic reign in the city collide. The girls must attempt to find their place in both settings, even if it means abandoning everything they think they know about themselves.
