Izuku is a vigilante called Deku. It means useless because he couldn't save his mom from a villain when he was 4 years old. His quirk is called Purloin, so he knew what he had to do. He had to steal all the villain's quirks because they abused their power to hurt others. So he's on a mission to find them and give some of them to kids who truly deserve them. People think that he's power-hungry and needs the power to defeat All Might, but really, he's trying to find people worthy of their power.

If you are quirkless, you will not only be treated very badly, but in some cases also hunted. Because of the blood. People with quirks have problems getting a blood donation. Someone with an animal quirk cannot donate or get any blood from another animal quirk that is not the same species or another quirk . A person with a fire quirk can only get or give blood from someone with a fire quirk. Blood loss is very dangerous only a quirkless person can donate blood to everyone and become blood from everyone. So Izuku has officially a quirk. His quirk makes him smarter and stronger than the rest of the average. Stronger? What an obvious lie.
