Midoriya Izuku believed in the opposite.

Born quirkless and ridiculed by many, he had always wanted to be a hero. But if you don't have a quirk, how can you? Despite the setbacks and the ridicule, his sights were fixed on being a hero. It would be a long journey, but one of the ideal qualities of a hero is unwavering will. He checked that box.
