We all know the story of the Mockingjay Rebellion. A boy named Peeta Mellark was reaped alongside her. These two come out of the games as "Starcrossed Lovers". This caused a few uprisings in some districts. President Snow doesn't want another rebellion so he sends Katniss and Peeta back into the games with other Victors from each district.
