Y/N was one of the children of the 43 woman who gave birth unexpectedly, but her birth mother set her up for adoption as soon as she was born. Everyone at Commission knew about Y/N because of how powerful she was. The Handler was fairly interested in Y/N and planned on adopting her but the other workers at Commission were afraid she would abuse Y/N's powers so a small group of workers made a plan that they would adopt her before The Handler could. Herb decided that he would take Y/N, he knew that she would have to hide most of her life but he tried to make her life as best as he could. As time went on, Herb and the small group of people that knew about Y/N, helped her contain her powers so she wouldn't cause mishap. Also The Handler gave up on finding Y/N and moved onto her next resort. The rest of the workers at Commission didn't like what she was doing but knew they couldn't help this time. Herb never lied to Y/N about anything and she respected that. Herb and Y/N talked about how one day she might need to help the timeline if The Handler messed things up but they never expected it to actually happen.
