Fumizuki Academy has just received a seemingly innocent offer from Academy City: accept all if it's students into the Brain Development Program. 

As expected, Fumizuki declines.

But what they didn't expect were armed solders bursting in and forcefully abducting the students.

Yoshii and the gang, along with an American named Carla and her cousin, Misaka Mikoto, must find out why they have kidnapped them, along with why DOLLY and the magical church are involved, before they are turned into espers.

Of course, no plan goes perfectly.
