Shoto todoroki meets his cousin on his moms side. Victor is one with the ice similar to the young todoroki. So when he teaches Shoto about skating, Shoto wants to learn more and begs his mom to do classes. Later though his father forces him to follow the path of a hero and so his skating passion is shelved.
