Izuku is a mystical being that has blended into society for years but when quirks start to show up he's too scared to show his powers after hiding for so long. He is a "quirkless kid" still trying to blend into pass centuries and he knows he can't hide forever.

Katsuki Bakugo is also a mystical being trying to blend in and isn't afraid to show off his powers and skill like Izuku. He takes advantage of Izuku's fear and picks on him constantly and tells him to reveal some of his true form.
