Dick Garyson has been looking for new titans since he told his idea to Bruce, who, wanting to help, gave him one of his newest gadgets: FPWHP. find people who have powers. whar the FPWHP does is to use satellites to see people and also see their energy level, consequently, who has more energy has more power. Rachel has a level of power of 3/5 while Gar has 2/5. not many were the people with powers, but one day a particular person cought Dick's attention. His or her level was out of the scale of 5, it was much more. The person was from Seattle, a long ride from San Francisco, but he need to get to her, he needed to know her. So he told his plans to the young and new titans, they were thrilled to have a new member, even Jason.
"i'll come with you, i want to see Seattle" was alla he said. Dick eventually agreed while Dawn and Hank would stay here with Rachel and Gar. that's how they got to seattle
