Due to lack of personnel, inspector Akibara Shizuka is changing Divisions. They say it's temporary, but she is seriously starting to doubt it.

She is paired with inspector Ginoza Nobuchika, with whom she shares a strained relationship. Like that's not bad enough, she also works with her former CID partner, Kogami Shinya, now demoted to position of an enforcer, and things aren't going smoothly.
