What would happen if Dragonborn never arrived in Skyrim and Alduin didn't decide to attack Tamriel?

Now days the biggest problem in Skyrim is a civil war between Stormcloaks and Imperium. Many civilians want this war to end, one wish Stormcloaks to win, other Imperium. But with arrival of a heir to the family of warriors everything can happen. The next alpha of the pack came back to Skyrim and wants to take his home back from Imperials.
