In the poverty ridden city of Westing, the only way to get by is to steal and plunder. It's every man for himself, and the gangs that have been formed don't help the situation. In the midst of this turmoil, Spencer Vemsel and his companions devise their own plans to loot and plunder, so they people they love can rest easy. Halfway through a job, a teenage boy calling himself "Kitsune" appears, and declares that he would like to join them. Who is this boy, and what could he possibly want with a life of crime?
