After the return of the USS Voyager, the Federation had mapped most of the galaxy. With little conflict between the Klingon Empire and Romulus, Starfleet pushed to do more exploration; this time, outside of the Milky Way. So building began on a Trans-Galactic warp drive. The construction took years of work and immense collaboration between dozens of different worlds. The Klingon Empire offered their best officers for security and a Romulan doctor volunteered to join the mission, all flying under the Federation flag and Starfleet regulations.
