So he let Sasuke alive, begged to the Hokage to keep him save and took his sister with him so he could protect both of them.
What Sasuke didn't know is that his twin is still alive. Itachi lied to him and he lied to her aswell.
In the end Itachi hurted his siblings more than he protected them.
