the world is in ruins at some parts due to experiments to make the ultimate soldiers that failed yet succeded. The serum was used and it made the perfect soldiers but the serum didn't work for everyone. The people who didn't get a power turned into undead monsters that infected everyone else by biting. In modern days we would call them zombies but that isn't the case here. Society didn't accept the undead or the soldiers and they are all hated and feared.
