That's what Hydra had drilled into her mind. She was meant to injure, torture and kill, not care or desire anything in life. However, when she is sent to spy on Captain America, the man reminds her of her own value and who she truly is.

Hydra had created a weapon, they didn't expect her to backfire. She was intended to be Hydra's means to domination, she turned out to be its destruction.
