The Second Battle of Hoover Dam.
It was the one turning point for the Mojave from becoming either a controlled territory of Caeser's Legion or an NCR federal state. But surprisingly, neither of those happened. Once the NCR knocked back the Legion assault, they were kicked back themselves to the Mojave Outpost by Mr. House and his robotic army. Once securing New Vegas from both armies, he then proclaimed the city and its surrounding areas part of the Free economic zone of Vegas, securing its independence and his own goals.
Luckily, someone was there to make sure House wouldn't only focus on the strip, usually took persuasions, and caused New Vegas to prosper while the NCR expanded Northwest to save its crippling economy and the Legion succumbed into civil war.
Things stayed balanced, until that day, when said person came across a slave girl.

With just his 357 magum revolver, his clad armor, and the driving force of revenge. He knows nothing about himself, except he will be the man to restore law and order to a wasteland of bandits. Epilogue: The courier being haunted by his actions following the second battle of Hoover damm, and the evils he faced in the divide, now wonders the wasteland in search of something to help him begin again.
