Howard Stark would tell his younger brother about the brave and heroic Captain America. After being inspired by his stories, he named his daughter after the birthplace of Steve Rogers. She's been working her whole life to prove to everyone that she's smart enough to work alongside her cousin Tony and to prove that she's strong enough to help people like he does. 

She might be a heavy drinker, an emotionally imbalanced person, and an unsteady whore, but she's perfect in Bucky's eyes. How long does it take for this information to get out? 

The majority of the story takes place after Steve finds Bucky in Romania, but the rest of Civil War doesn't happen. The story starts with a few chapters of backstory around the time Iron Man 1 and 2 take place.
