He was put in a facility where over-powered kids were basically used as test subjects for the government.So what will happen when a law is enforced to save these kids from a lot of suffering?

Izuku Midoriya was an unfortunate child who led an unfortunate life. He was diagnosed as Quirkless at the age of four and spent years being bullied and mocked for his disadvantage. At the age of ten he was summoned to a new world that was home to some 'people' who were also from earth. After arriving Izuku eventually realized that he had been granted a special skill and his body was now quite different. He became the ward of a certain Demon Lord who had also called Japan his home once upon a time and it was he who interrupted the ritual to curse him to obey orders given by his summoners, He lived in his new world for eight years learning about his Skill's and Magicules that now existed in his body but never lost the desire to go home. One day his Lord and Protector found a way to send him home with all his Skills intact. After arriving back on Earth he set his mind on doing all he could to save people's lives as a Hero. Izuku however saw the flaws of society and decided that he wouldn't follow their rules. He decided to save people no matter the cost and embody the true meaning of the word Hero, Even if he must become a Vigilante to do it. This is the story of the True Chosen Hero Dekiru. Kacchan thinks that izuku is useless. Many probably think so too. Deku doesn't have a quirk but his mother paid the doctors not to write him down as quirkless. If you are quirkless, you will not only be treated very badly, but in some cases also hunted. Because of the blood. People with quirks have problems getting a blood donation. Someone with an animal quirk cannot donate or get any blood from another animal quirk that is not the same species or another quirk . A person with a fire quirk can only get or give blood from someone with a fire quirk. Blood loss is very dangerous only a quirkless person can donate blood to everyone and become blood from everyone. So Izuku has officially a quirk. His quirk makes him smarter and stronger than the rest of the average. Stronger? What an obvious lie.

Angry and feared but when his old friend goes missing, he blamed himself. He cut off most of his friends to focus on being the top hero to make up for what he did. When he finally runs into him after two years, he is shocked to see what has happened to the supposedly dead boy. Eyes filled with death and coldness.
