Magiging konstitusyon ang Pangunahing Batas na ito sa pamamagitan ng mapayapa at makatarungang pamamaraan. / This Basic Law shall become the Constitution through peaceful and legal means.

1. Bakit "pangunahing batas"?

Hindi madaling maunawaan ng karaniwang mamamayan ang mga salitang "konstitusyon" at "saligang batas". Meron pa ngang meme na kumalat online: (non-verbatim, hindi sakto) 1987 pa yan e, pero 2020 na. Kailangang maintindihan na kahit 1987 pa ang Konstitusyon, hangga't hindi ito napapalitan, ito pa rin ang pangunahing batas ng Pilipinas.

Kaya sa burador (draft) na ito, ang tawag sa "konstitusyon" at "saligang batas" ay "pangunahing batas".

2. Bakit kulang ang mga karapatang nasa kalipunan ng mga karapatan (bill of rights)?

Hindi layunin ng burador (draft) na itong ipawalang-bisa o hindi kilalanin ang mga karapatang hindi nakalista. Pero layunin nitong protektahan ang mga karapatang matagal nang pinaglaban at kinikilala. Kung madagdagan ang mga ito, nararapat na ilagay sila sa burador ng kalipunan ng mga karapatan. / The aim of the draft basic law is to recognize long-fought for and recognized freedoms. But if more rights come within this definition, then they should be added.
