In a super hero society, those with more destructive or "villainous" powers called Quirks, are eliminated as soon as possible. Or so everyone thought. Some actually get the chance to grow up to be regular citizens, or heroes if they are truly lucky enough. Those unfortunate enough to be born without a Quirk, they are viewed as less than, a disease. Those poor souls are brought in along with the so called future villains to be tested on, in hopes of giving them a Quirk. Those kids are genetically engineered to be the ideal hero. Those are the ones in hopes to become someone to protect the society that thought of them as worthless.

on a cold night a young baby boy was dropped off at an orphanage, as he was growing up in the orphanage he took an interest of heroes, he dreamed of wanting to be one, but when he was told that he was quirkless he thought his dream was over, until he heard a famous quote being said by Deku, anyone could be hero, so he worked his hardest and took the entrance exam, but I guess that quote wasn't for him, he was told to give up trying to be a hero, so that's what he did, when he reach the age of 17 he was living alone had a job and went to school on some days, until one day he gets himself into some trouble, and ends up with the wrong people.

Izuku has to deal with the eleven members of the yakuza that his friends (both hero and villain) had to fight at one point in their lives. And just like last time, they are treated to a sort of rehab facility in the middle of nowhere to try and reform them. If they fail the reform, they go back to jail. And from the looks of it, they won't be as easy dealt with then the League of Villains.
