Zera Santiago-Ellis, her little sister Lulu Santiago-Ellis, and their mother Cecilia Santiago-Ellis have relocated to Musutafu, Shizuoka Prefecture, Japan from soon to be war torn Atlanta, George, United States. In a time where Pro Heroes and heroism is seen as a positive influence on the world in Japan there is a stark contrast to that idea in the United States. Usage of quirks has been outlawed. Depending on the severity of the offense and the type of quirk being used said user can either be fined or thrown in prison for a maximum of life. Powerful quirk holders have been turned into super soldiers sanctioned by the United States government. Those who choose to rebel against the governments tyrannical policy over quirk usage are quickly taken and never seen again. But the resistance pushes on in order to take back control of the government and their quirks. This is precisely why the Santiago family had to get out when they did. During an Anti-Resistance raid Zera's father was taken. As soon as Cecilia was given the news by one of the Resistance Leaders she took her children and fled the country. She feared that the government might come for her and her children soon after releasing the power of her husband's quirk. Cecilia had learned of a place called U.A High School in Japan. A safe haven for those who want to explore their quirks and become heroes. A place where she and her children could be safe.
