In the year 20xx, the United States of Resia still remains the most powerful country in the world. After countless decades of technological breakthroughs, their place amongst the world powers remained sturdy. However, being pressured by the evergrowing power of the other nations as they reproduced the same technology while also making their own new breaks, Resia decided to make preparations in the event of a war. Project Neo-Sapience, a highly secreted governmental project that involved the creation of a new serum, when injected into a human body, produced superhuman abilities within them. These abilities differed from person to person, but ultimately the project was shut down once a few test subjects orchestrated a breakout. Years later, however, the effects of Neo-Sapience are still felt throughout the nation, as those who survived the tests still roam the streets today, with more on the rise as the serum has found its way into the black market. This story follows Blue, a young man who was forced into the Neo-Sapience Project as a young teenager. The serum was successful on him, in the fact he didn't die, yet the results yielded turned him into what he saw as a monster. Now, he uses his newfound talents to work as an enforcer for a highly-powerful mob in the bustling city of Las Vandreas.
