The Lovely Cage

It began in the night, an inescapable threat of death by a militarized, toxic nerve agent. They had no choice but to flee. Yet, when Carey finds himself alone in a bunker that does not deliver the safety it has promised, he must go to extreme measures to protect what is left of what he loves.

Carrigan came to the bunker for the promise of safety and protection of his family; instead, he has been separated from his sister and left devestated and alone, with only his dog at his side.
Carey's only form of company is his neighbor across the hall, Penelope, who sticks mostly to herself and is distracted with problems of her own. Penny has been noticing subtle issues with the management, little white lies turning not-so-little in the contract she'd signed to live here, and would rather not focus her attention on anything other than that...
Until Carey finally gets it through to her that the problems they are facing are not so little, and his sister, along with many others, may be in terrible danger.
What they aren't considering, however, is that there are many who would rather see these secrets remain hidden, and will go to any length to keep them that way.
