Registering their emotional state could easily decide which facility they would be stuck in. Skylar, taken away from Lunar after her shocking display of laughter toward what was a tragic event, putting her fate into the hands of the foundation.
As for the heart struck twin, instead of a facility, she was sent to hospital in New York City, separating them off for good.
