WHAT is better for these kinds of experiments are quirkless children! As an official research facility their sole purpose was to find out about quirk development but what people didn't know was that they were trying to create people with multiple quirk. Luckily his younger twin sister was diagnosed with a quirk and a powerful one at that. After his friends and his family found out he was quirkless they beat, bullied, and ignored him. Izuku was considered useless and worthless. Izuku thought if he just disappeared his family and friends would be happy.
